On 4 March 2015 the Latvian presidency of the Council of the European Union received a mandate to start negotiations with the European Parliament on new rules to cut mobile phone roaming fees and safeguard open internet access. The mandate was agreed by EU member states at the Permanent Representatives Committee on 4 March 2015. The mandate to negotiate the new regulation covered: - EU-wide rules on open internet, safeguarding end-users' rights and ensuring non-discriminatory treatment in the provision of internet access services Consumer groups and Members of the European Parliament had been campaigning for the charges to be dropped by the end of 2015. It was reported in June 2015 that the EP and the CEU had reached a deadlock in the negotiations. The topic was included in the agenda of the telecommunications council taking place on 12 June 2015. |
