Summary:

The 2012 Draft Budget was adopted by the Commission and proposed to the Budgetary Authority on 20 April 2011. The Draft Budget for the European Agricultural Fund for Rural Development (EAFRD) under heading 2 of the Financial Framework 2007-2013 totalled €14,612 million in commitment appropriations and €12,658 million in payment appropriations.

The Council adopted its position on the 2012 Draft Budget on 25 July 2011. Payment appropriations were reduced by €140 million for EAFRD programmes and by €3 million for technical assistance as compared to the Commission's Draft Budget while commitments remained unchanged. The European Parliament adopted its position on 26 October 2011 whereby it restored the Commission's proposal by increasing the total amount of payment appropriations by €143 million. The Conciliation procedure resulted in an agreement between the two institutions.
