Swiss seek to avert EU immigration clash with ‘safeguard’ clause

Following a referendum in February 2014 in which the majority of Swiss voters voted to re-introduce immigration quotas for citizens from EU member-states in Switzerland, the country's government still sought the best way to manage immigration through quotas without angering EU authorities, which had said any curb on the influx of EU workers would violate treaties that give Switzerland access to EU markets.

According to EurActiv, Swiss diplomats were exploring in 2015 adding a 'safeguard clause' that would let Switzerland cap immigration from the EU once certain levels were hit.

Swissinfo.ch had reported in December 2014 the results of a recent opinion poll in Switzerland which found that only 26% of those interviewed would give priority to the immigration caps at the expense of the bilateral treaties with the European Union.

The Swiss government was due to announce a mandate in January 2015 for planned negotiations with the European Commission on future bilateral ties.
