When it was first published, the European Security Strategy (ESS) immediately became a milestone in the development of European strategic thinking. To mark the 10th anniversary of its adoption by the European Council (on 12 December 2003), the Lithuanian Presidency of the EU, the EU Institute for Security Studies, the Institute of International Relations and Political Science at Vilnius University, and the Royal Institute for International Relations (Egmont) joined together to organise an international conference in Brussels on 10 December 2013. The conference opened with a speech by H.E. Linas Linkevičius, Minister of Foreign Affairs of Lithuania. Key practitioners and expert academics then looked back, assessing the impact the implementation the ESS has had, as well as forward, addressing the on-going debate about how best to revisit the strategy. |
