EUObserver reported on an informal paper endorsed by Denmark, Estonia, Lithuania and the United Kingdom and circulated to other EU Member States in January 2015, which said that more effective EU initiatives were required to counter increasingly professional and intense Russian propaganda. The paper called for the European External Action Service to draw up an 'action plan' for 2015 and 2016 on how to 'actively de-construct … hostile propaganda'. EUObserver had also reported in a separate article on a Dutch-funded project being carried out by the European Endowment for Democracy (EED) to investigate the feasibility and desirability for the development of independent Russian language media initiatives. |
