The Clingendael Institute in cooperation with the Dutch Ministry of Foreign Affairs organised a high-level policy seminar titled 'Smart Growth: A Future-proof EU Budget'. The event took place on 23-24 November 2011 at Huys Clingendael in The Hague. This overview paper has been written in advance of the seminar and provided a framework for the discussions. In June 2011 the European Commission published its proposals for a new Multiannual Financial Framework (MFF) called 'A budget for Europe 2020'. The seminar focused on the modernisation of the EU budget and especially on 'smart growth'. Smart growth contains items such as competitiveness, education, and research & innovation. Main themes are the added value of EU policy on R&I, public and private sector funding and of course the Commission proposals on Horizon2020 and Education Europe. The main findings of the seminar will be published shortly. |
