Summary: Legislative initiative published by the European Commission in March 2013, aimed at amending Regulation (EC) No 261/2004 and Regulation (EC) No 2027/97, relating to the rights of air passengers and liability of air carriers. Further information: The draft law aims to clarify some aspects of EU law which were seen as a source of difficulty for passengers and air carriers alike. It also introduces new passenger rights where necessary, while keeping the obligations financially realistic. It aims to promote the interest of air passengers by ensuring that air carriers comply with a high level of air passenger protection during travel disruptions, while taking into account the financial implications for the air transport sector and ensuring that air carriers operate under harmonised conditions in a liberalised market. The Commission adopted the proposal on 13 March 2013 alongside a . The European Parliament adopted its position on the draft law in February 2014, putting forward a series of proposed amendments. The Council of the European Union held a series of debates on the proposal, but was yet able to agree on a general approach. The dispute between Spain and the United Kingdom over the inclusion of Gibraltar's airport in the Regulation blocked any further progress. This file was given a fresh attempt with a new parliamentary term in 2019 and following a commitment from the Council's rotating Presidency to make progress in 2020. |
