Following the European Union's example, Montenegro scheduled for the end of September 2014 a regional meeting to consider the reduction of roaming charges in Western Balkans.

The telecommunications ministers of Montenegro, Bosnia and Herzegovina, Macedonia and Serbia signed an agreement in the Montenegrin town of Budva on 29 September 2014 to limit roaming charges in the region by reducing the fees in phases over the following three years.
