The Core of Europe — A New Way to Look at It

Given the bewildering set of issues and large number of players involved in the transatlantic relationship, the question arises: How do we identify countries that, by their actions, have shown they are committed to the European ideal and to strengthening transatlantic relations? How can we tell who has most reliably answered the call to promote a positive agenda in support of Europe’s role in the world? Or, we could ask ourselves, would it be possible to suggest criteria that could help identify those who belong to a loosely defined 'core of Europe?'
