The objective of the European Research Area (ERA) was endorsed by the March 2000 European Council and is anchored in the 2007 Treaty of Lisbon. Its aim is to achieve a “unified research area open to the world, based on the Internal Market, in which researchers, scientific knowledge and technology circulate freely and through which the Union and its Member States strengthen their scientific and technological bases, their competitiveness and their capacity to collectively address grand challenges”.

In 2011, the European Council called on those involved at EU, Member State and stakeholder level to address the remaining gaps and complete ERA by 2014 in order to create a genuine single market for knowledge, research and innovation.

The 2012 Communication on 'A Reinforced European Research Area Partnership for Excellence and Growth' (hereafter ERA Communication) identified five priorities for action: more effective national research systems, optimal transnational co-operation and competition, an open labour market for researchers, gender equality and gender mainstreaming in research, and optimal circulation, access to and transfer of scientific knowledge including via digital ERA.

Complementing this partnership, in 2012 the Commission also adopted two further Communications entitled 'Towards better access to scientific information: Boosting the benefits of public investments in research' and 'Enhancing and focusing EU international cooperation in research and innovation: a strategic approach'.

The ERA principles are fully integrated in the Europe 2020 Innovation Union flagship initiative to foster Growth and Jobs.

Building on the 2013 ERA Progress Report, the present report summarises progress made towards completing ERA and the accompanying staff working document 'Facts and Figures' provides a more detailed analysis.

Given the internal market dimension of ERA and its impact on investments in research and innovation, the present report also responds to the Strategic Agenda for the Union in times of Change, agreed by Member States at the June 2014 European Council meeting, in particular to its priority "A Union of jobs, growth and competitiveness".
