In order to increase the transparency, ownership and accountability National Parliaments (NPs) should take part in the European Semester by being involved in the preparation of Stability/Convergence Programmes (SCP) and National Reform Programmes (NRP). Each Member States' Stability or Convergence Programme shall include information on what national procedures it went through, in particular whether the programme was presented to the national parliament and whether it has been approved by the parliament (Art. 3.4 of Regulation 1175/2011). |
