EUObserver reported on 25 August 2014 that Eubam Libya, the EU's flagship border mission for Libya, remained parked in Tunisia, as deteriorating security conditions further increased the risk for migrants trying to enter Europe from North Africa.

Eubam Libya was launched in May 2013 to build up the post-war country’s Border Guard and Naval Coast Guard. But since 31 July 2014 all its European personnel moved to Tunisia due to rising violence in Tripoli.
