Africa and Climate Change: Impacts, Policies and Stance Ahead of Cancún

The analysis first provides an overview of climate change impacts in Africa. It begins with a brief review of general climate projections for Africa, with their overall impacts. Later, it moves on to assess specific climate impacts of the continent’s climate zones. The paper uses a sample of African countries to provide specific details of vulnerability in accordance with national circumstances. Secondly, the analysis looks at the policies implemented so far, or foreseen, in Africa, to respond to the climate threats previously reviewed. The analytical framework proposed is in line with the approach followed in the Bali Action Plan, which was established ahead of last year’s Copenhagen summit. That is, it reviews measures undertaken to respond to climate change in terms of mitigation actions, adaptation responses, technology interventions and finance provisions. This section briefly concludes with an overview of the contributions of Spain and the EU to these measures, before and after Copenhagen. Against this background, the third section of the analysis looks at the negotiating position of Africa in the aftermath of COP-15. Namely, it looks at the demands of the Africa Group and other relevant alliances within the continent, for consideration in Cancún
