The Portuguese parliament approved the national budget for 2014 in November 2013, which included further cuts and other measures to assure its full comeback to international markets in 2014.

The budget faced wide opposition from civil society, namely government workers which had been severely hit by the austerity programme during the previous years. The government also faced a challenge from the Constitutional Court, which was to evaluate whether some of the cuts for 2014 respected the country's Constitution.
