A report on the arrangements for implementation of the European Structural Funds Programmes 2014–2020 in Wales was published in March 2013.

The Welsh Government invited Dr Grahame Guilford, a long-standing member of the European programmes partnership in Wales, to lead a review of the arrangements for accessing European Structural Funds for the next funding period (2014–2020).

Dr Guilford assessed how things have worked in the current, and previous rounds, and identified lessons learned in order to support continuous improvement.

The review also addressed the integration of European funding streams (including the Structural Funds, Horizon 2020, Life+, Rural Development and Fisheries funds), so that funding is more accessible and deployed with a more integrated approach.

Dr Guilford recommended the use of an Economic Prioritisation Framework to help plan and direct project selection on key areas of the economy and achieve greater synergy with Welsh Government strategies and Europe 2020.
