Abstract:Commission aid implemented through United Nations Organisations amounts to over 1 billion euro per year. In this report the Court examines whether decisions to channel aid through the United Nations are the result of a transparent and objective selection process. It also examines whether monitoring and audit arrangements provide adequate information on the robustness of financial procedures and on whether funds have been used for their intended purpose. |
