Summary: Information Guide concerning the legislative package published by the European Commission on 1 June 2018 aimed at a revision of the European Union's Common Agricultural Policy (CAP) for the period 2021-2027. Further information: The set of proposals were intended to offer Member States greater flexibility and responsibility for choosing how and where to invest their CAP funding in order to meet the goals set at EU level for the agricultural sector, while at the same time ensuring fair and targeted support to farmers' income. The initiatives are for a Regulation on the CAP Strategic Plans (a proposed new way of working covering direct payments to farmers, rural development support and sectoral support programmes), a Regulation on the Single Common Market Organisation (CMO) and a horizontal Regulation on financing, managing and monitoring the CAP.
These proposals gave shape to the ideas for the future of the Common Agricultural Policy, as outlined in the Communication on the Future of Food and Farming put forward by the European Commission at an earlier stage. They were also put forward in the framework of the discussions on the Multiannual Financial Framework (MFF) for the period 2021-2017. The length of the discussions on the CAP reform meant that transitional rules had to be established to secure the continuous operation of the policy. The Council of the European Union adopted its general approach on 21 October 2020. The plenary of the European Parliament adopted its own negotiating position on 23 October. Trilogue negotiations were launched in November 2020. An informal agreement on a compromise text for this file was reached by the co-legislators on 25 June 2021. This was formally endorsed by the Parliament on 23 November and by the Council on 2 December. The new provisions were scheduled to take effect from 2023. |
