EurActiv reported that British overseas territory Gibraltar could open its waters to Spanish fishermen again by October 2013, citing comments by Gibraltar chief minister Fabian Picardo in an interview with El Mundo on the 23 August 2013, offering a chance that the dispute with Spain – which lays claim to the rocky outpost – might be nearing resolution.

In early September 2013 BBC News reported that the UK and Spanish foreign ministers separately said there was no prospect of talks soon on the sovereignty of Gibraltar. However, both countries expressed a desire for good mutual relations.
