TEN-T large projects – investments and costs

There are reports of substantial planning and procurement failures in large European transport infrastructure projects. This study (provisional version) provides recommendations on how these could be avoided for the next TEN-T programming period. Based on a literature review and ten case studies, the study puts forward recommendations for improving strategic planning and the choice and definition of projects, as well as an assessment of transport and socio-economic impacts.
