The first trilogue (the European Parliament, Council, the European Commission) on the 2014-2020 multiannual financial framework ended in full agreement on various issues on 13 May 2013. Following up on the previous week's agreement between the Irish Presidency, the President of the European Parliament and the President of the European Commission, delegates at the trilogue agreed that the negotiations will focus mainly on future flexibility of the EU budget, a revision clause, the future of the EU budget's own resources and the unity of the EU budget. On the 14 May 2013,European Union finance ministers approved a €7.3-billion increase in the bloc's spending for 2013 as part of a deal to unblock talks on the EU's next long-term budget. The conclusions of the ministerial meeting say that the second payment for topping-up the 2013 budget would be made “at a later stage in parallel with the conclusion of the talks on the EU's multi-annual financial framework”, jargon for the 2014-2020 budget. On the 21 May 2013, Budget Commissioner Janusz Lewandowski said that “it is in everybody's interest to reach an agreement on the next multiannual financial framework before the end of June,”. |
