Memo: Letter of President Barroso to the Members of the European Council

In a letter dated 8 May 2013, President Barroso wrote to the Members of the European Council ahead of their meeting in Brussels on 22 May 2013 to discuss two important and topical issues – energy and tax fraud and evasion. Since time for debate will be limited President Barroso outlines some background information on both topics in advance of the meeting.
