The Irish Government agreed the details of new legislation in April 2013 that would for the first time sanction abortion under restricted circumstances, in a move that prompted several conservative lawmakers to threaten to resign from the government.

The draft law, which must still be passed by parliament, was intended to provide legal clarity to enable doctors to perform abortions when the life of a pregnant mother was at risk.

It was drawn up following the case of Savita Halappanavar, an Indian dentist who died in October 2012 after she was denied an abortion.

Ireland also faced pressure from the European Court of Human Rights, which in 2010 ruled that its failure to clarify when an abortion is legal for women whose life is at risk breached their human rights.
