How sovereign can France’s Alsace region be?

Alsatians (the people of Alsace in France) were set to decide on an administrative reform of their region on the 7 April 2013. Supporters hoped for more efficient structures and more influence in Paris and Europe. Opponents warned of 'the German model'.

In the event the reform proposals were rejected, although on a technicality.
