From 28 November to 9 December 2011, 195 nations will meet in Durban, South Africa, for the 17th Conference of the Parties (COP17) of the United Nations Framework Conventions on Climate Change (UNFCCC). A political impasse exists on what should happen after 2012, when the commitments made under the Kyoto Protocol (KP) to the UNFCCC expire. Many commentators believe that the stalemate will not be broken. The Cancun agreements, which came out of UNFCCC negotiations in 2010, have yet to be completely defined and implemented. On this, COP17 may achieve progress. |
