The Sahel Strategy confronts major challenges in terms of the complexity of the region, divergent approaches to Mali’s crisis, and the EU’s slow pace of adjustment to the new realities on the ground. The initial focus of the Sahel Strategy on the weakest regional states – to the neglect of Nigeria and Algeria, the region’s two pivotal players – hampered its implementation. Closer EU cooperation with Nigeria and Algeria, accompanied by more robust support to ECOWAS, would give a strong boost to the Sahel Strategy and significantly improve regional cooperation. |
