The Commission is committed to simplifying and improving delivery of EU policies. Following the announcement in the Communication "A Budget for Europe 2020", on 8 February 2012 the Commission launched the Simplification Agenda for the MFF 2014-2020. The aim of the Simplification Agenda was to take stock of the main measures proposed by the Commission in order to simplify and improve the delivery of European Union spending for the next Multiannual Financial Framework (MFF) and track progress made until final adoption of the legislative proposals. The Agenda identified two building blocks of simplification: the review of the Financial Regulation and 57 sector specific legislative proposals underlying spending programmes and instruments for the next MFF. The Commission has made a commitment to monitor progress of the Simplification Agenda regularly throughout the legislative process via a dedicated Scoreboard, tracking simplification measures proposed by the Commission, as well as those proposed by the legislator. The Commission has also committed to make the Scoreboard regularly available to the European Parliament and the Council. The aim of this First Simplification Scoreboard is to report on progress on simplification throughout the legislative process with a view to well informed and transparent decision making. |
