The railway Safety Management System (SMS) is a tool for managing safety which contributes to the effective design, planning, delivery and control of railway operation, as part of a company’s business. It covers core railway activities outlined by the Railway Safety Directive 2004/49/EC.

The purpose of the guidance on this website is to support the design, implementation and delivery of railway Safety Managment Systems (SMS) in the EU. The overall aim is to provide a user-friendly tool for railway companies, whilst meeting the legal requirements arising from the Railway Safety Directive and all other legislation relating to railway safety.

A key part of the website is the SMS Wheel, which offers a comprehensive picture of all the requirements and elements of a SMS, such as listed in Article 9 and Annex III of the Railway Safety Directive.
