The Lisbon reform established a new institutional framework in the field of the External Action of the European Union. This new framework should enable the EU to establish itself as a global actor in the new international panorama. It is expected that the Lisbon Treat changes will correct some of the deficiencies that the European exterior Politic has showed in previous crises as well as lack of visibility, efficiency and coherence. A year after its entry into force, the revolts of the Arabic countries during the Spring of 2011, are the first major crisis that the post-Lisbon Exterior Action has to face and also, the opportunity to assess whether these deficiencies in the past have been corrected. |
