Travelling to another EU country to study (‘learning mobility’) is one of the fundamental ways in which young people can boost their personal development as well as their future job opportunities. Learning mobility also benefits the EU as a whole: it fosters a sense of European identity; it helps knowledge circulate more freely; and it contributes to the internal market, as Europeans who are mobile as young learners are more likely to be mobile as workers later in life. The paper aims to summarise and set out the Commission’s interpretation of the law in this area, as a guide for Member States, universities and other stakeholders, and to inform young people so that they may be aware of their rights, and therefore better prepared for a study period abroad.
