The technocratic government that was stepping down leaked on the 2 May 2012 a 'to do' list for the new government containing 70 separate structural measures already agreed with the European Union and International Monetary Fund.

The list, described by one official as 'a reality check for politicians in election mode', included far-reaching reforms of the pension, justice and education systems, to be legislated together with a contentious new package of €11.5bn in spending cuts due to be approved in June 2012 by the new parliament.
