On the basis of a mandate from the Council, the European Commission has negotiated with the Republic of Guinea-Bissau with a view to renewing the Protocol to the Fisheries Partnership Agreement between the European Community and the Republic of Guinea-Bissau, dated 17 March 2008. At the end of those negotiations, a new Protocol was initialled on 15 June 2011. The negotiations of the new Protocol were delayed by the consultations in 2011 between the European Union and Guinea-Bissau under Article 96 of the Cotonou Agreement. As very limited time remained for concluding a new Protocol before the previous Protocol expired, the two Parties decided to conclude a Protocol for one year to give themselves the time necessary to assess the prospect of a future protocol of a longer duration. The new Protocol covers a period of one year from 16 June 2011. It renews the terms of the previous Protocol and contains an additional clause allowing its suspension if human rights and democratic principles are not respected. This procedure is being initiated in parallel with the procedures relating to the Council Decision with the consent of the Parliament on the conclusion of the Protocol itself, as well as with the Council Regulation concerning the allocation of the fishing opportunities between the Member States of the EU. |
