Special Report No 07/2011: Is agri-environment support well designed and managed

Abstract:

Agri-environment support is a key EU policy with €2.5bn of EU spending per year. The policy aims to respond to society's increasing demand for environmental services by encouraging farmers and other land managers to introduce or continue to apply agricultural production methods compatible with the protection and improvement of the environment. Management of this policy is shared by the European Commission and the Member States.

This European Court of Auditors’ (ECA) performance audit assessed whether this rural development measure is well designed and managed by addressing the following questions: Is agri-environment policy designed and monitored so as to deliver tangible environmental benefits? Are farmers well supported through appropriate guidance and correct aid amounts? Does the management of agri-environment policy take account of specific environmental needs?
