This study examines the legal competences of the EU - after the entry into force of the Lisbon Treaty - to influence the development of the Arctic. In particular, it considers the role the European Parliament plays in decision-making in various Arctic-relevant policy areas, as follows: transport and environmental policy, common fisheries policy, common energy market and EU external energy policy, research policy, animal welfare, climate change, indigenous peoples, forest policy, tourism and regional policy. The study addresses both internal and external competences, as well as the consequences of the EEA Agreement for the implementation of EU legislation in Iceland and Norway. |
