Spain will reform its constitution to limit the budget deficit and the level of public debt under a law proposed on the 23 August 2011 by José Luis Rodríguez Zapatero, the Socialist Prime Minister, and supported by the rightwing opposition. Mr Zapatero announced the plan for a constitutional limit on the deficit after members of parliament were recalled from their holidays to debate the economic crisis. Germany and France, the two biggest eurozone economies, had either adopted or promised similar legislation to control fiscal deficits. The principle of budgetary stability in the Spanish Constitution overcame its first hurdle in the Spanish parliament on the 30 August 2011 amid widespread opposition from the lower house's (Congress) minority parties. |
