EurActiv reported that in a bid to untangle the jungle of national copyright regimes and increase EU-wide access to cultural works, the European Commission is considering introducing optional single copyright protection for films, TV programmes and other audiovisual products.

These ideas were amongst those outlined in a Green Paper on the online distribution of audiovisual works in the European Union: opportunities and challenges towards a digital single market issued on the 13 July 2011.
