Senior figures across Nato expresseed growing concerns in June 2011 that the alliance lacked the military capabilities to complete a successful mission against Colonel Muammer Gaddafi in Libya, despite the continuing degradation of his forces on the ground.

Leading figures – including Robert Gates, the US defence secretary, the heads of the British and French navies and a top general at Nato headquarters – all raised doubts about whether Nato has the means to complete what ought to be a comparatively modest mission.
