Public procurement by the European Union institutions

The purpose of this note is 'to present the legal rules which apply when the EU institutions award public contracts and thus to contribute to the debate on the emergence of EU
administrative law. The question is whether, beyond the special rules applicable to public procurement, a consistent body of rules and principles might emerge which, drawing on
national legislation, would apply to all contracts awarded by the Community institutions.'
