EU seeks to spur north Africa reform

Article reports a draft European Commission plan for responding to the social and political unrest in the countries of North Africa and the Middle East in the early months of 2011. The plan was to be considered at a special European Council, 11 March 2011 to discuss the situation in Libya and the rest of North Africa.
