Mass exodus and the responsibility to protect under international and European law: The case of Libya

The Southern Member States of the EU are worried about the potential mass exodus of refugees arriving on their borders from Libya. But unlike the situations in Tunisia or Egypt, those fleeing Libya are protected under international law from being forced to return due to the potential threats they face against their lives and physical safety.
