Article reports that David Cameron, the Prime Minister of the United Kingdom, was warned by his coalition allies from the Liberal Democrats in February 2011 that he risked sidelining Britain in a two-speed Europe if he adopted an 'empty chair' policy while eurozone countries led by France and Germany take key economic decisions.

The acceleration of moves towards a two-speed Europe after France and Germany launched their 'Pact for Competitiveness' plan for closer eurozone economic governance has concerned countries such as Sweden and Poland – outside the eurozone – and other liberal states in northern Europe that want the UK to be at the negotiating table as these plans are discussed.
