EurActiv France reports that out of the blue, French Ecology Minister Jean-Louis Borloo has taken a stance on the EU's future farm budget, in a document which appeared briefly on the ministry's website in November 2010. The document took a markedly different line to that of the Agriculture Ministry in France and an agreed Franco-German stance.
