Romania could enter Schengen ‘if EU shuts one eye’

Graduates of indulgence' from the Romanian Centre for European Policies, and a separate report from Open Society think-tank in Bulgaria called 'Bulgaria's preparation for accession to the Schengen area largely takes place within the deadlines', October 2010.
