Participants in the Basel negotiations over bank capital, September 2010, say they believe German authorities used the talks as a way to press some of their country’s banks for a long-awaited restructuring.

It left the impression that Germany has been willing to try to use the Basel III process to strong-arm the public sector regional Landesbanken, seen as the weakest part of the German banking system.
