This paper examines the examples of the Civilian Crisis Management Committee (Civcom) and EU Military Committee (EUMC), in order to shed light on the transgovernmental dynamic within the field of the Common Security and Defence Policy (CSDP), the EU’s cornerstone policy mechanism for crisis response in third countries. Please note that this Paper was completed in summer 2009, before the entry into force of the Lisbon Treaty. The institutional reforms envisaged by the Treaty and relevant to the proceedings of the EU Military Committee and the Committee for Civilian Crisis Managament are therefore not integrated in the analysis. |
