The European Foundation for the Improvement of Living and Working Conditions (Eurofound), in February 2010, published its European Restructuring Monitor (ERM) quarterly for the 4th quarter 2009. It showed that levels of restructuring job loss continue to decline from the peak levels of the fourth quarter of 2008 to the first quarter of 2009. However, levels of job creation also continued to decline.
