Obama plans fail to forge EU consensus

Barack Obama’s plans for a far-reaching overhaul of Wall Street announced in January 2010 failed to forge an immediate political consensus in Europe, as bankers at groups such as Barclays, Royal Bank of Scotland and Deutsche Bank scrambled to gauge their exposure.
