Article discusses a report from the Wuppertal Institute for Climate, Environment and Energy: A Green New Deal for Europe - Towards green modernization in the face of crisis published in September 2009. The report was commissioned by The Greens and European Free Alliance in the European Parliament.

The report reveals that in terms of recovery packages, the EU is lagging behind the US and Asia - and it presents evidence of the economic and employment potential of a Green New Deal. The report takes a pragmatic approach in the sense that it focuses primarily on how to "green" immediate recovery activities in specific economic areas and how to support framework conditions, which initiate a dynamic in the direction of an ecological modernisation
and structural change. It identifies key elements towards the implementation of a Green New Deal.

The report shows that the European Union and its Member States have many ingredients to deliver an effective Green New Deal. However, what is lacking is political determination and leadership.
