Article reports that the United Kingdom, Ireland and Luxembourg are heading for a clash with France, Germany and other EU Member States over plans for a new European Union framework to set financial rules, March 2009.

Separately, German Chancellor Angela Merkel said on 19 March 2009 that Europe and the US should not become distracted in their efforts to regulate financial markets by 'artificial discussions' over the size of their respective fiscal stimulus programmes.
