EAPN has long argued that the structural funds have the capacity to make a significant impact on the fight against poverty and social exclusion. Yet this cannot happen without tools and structures.

The development of social inclusion have a crucial role to play to in this view, but still meets a number of obstacles (in particular as regard to reflect personal development of people experiencing poverty).

This guide therefore aims to give more information on the type of social inclusion indicators that can be applied to structural funds. It will be of particular interest to NGOs sitting on the monitoring committees of the European Social Fund and European Regional Development Fund. Yet we hope it will also reach out to more members of the committees, and more broadly to those interested in the link between cohesion policy and the fight against social exclusion.
