On 15th January 2008 EAPN responded to the Annual Progress Report (APR) with a Report entitled ‘Growth and Jobs but not inclusion!”, highlighting the failures of the APR to respond to the proposals of social NGOs or the promise made by the Spring Council to strengthen the social dimension of the Strategy. The present paper focuses on a more detailed reading of pieces of the ‘employment part’ of the Lisbon package, the European Employment Strategy (ie the draft Joint Employment Report and the proposals for new guidelines), and assesses to what extent the EAPN's social inclusion concerns have been taken into consideration. |
